Abstract
Report to the Finance Committee, describing objects to be proposed in the new finance system of the province of Buenos Aires, the reasons for these objects, and the means of achieving them, including the taxing of luxury items to pay for public necessities, the distinguishing for tax purposes between those who are married, unmarried or parents, the taxing of foreigners using public services, the introduction of paper money, and the establishment of a bank.
